多位眾議員隨後在推特上發文支持。美國眾議院議長裴洛西( Nancy Pelosi )亦在會中表示:「過去 4 個月,香港年輕人向世界傳遞了令人鼓舞的訊息—追求自由及民主的夢想不能被不公及威嚇所熄滅。」並說香港人展現的無比勇氣,與港府呈現強烈對比。
在該法案正式於眾院表決前,香港眾志秘書長黃之鋒、歌手何韻詩等,曾遠赴美國與包含眾院議長裴洛西在內的政要會面,大力促進美國通過該法案。而共和黨參議員史考特( Rick Scott )、克魯茲( Ted Cruz )和霍利( Josh Hawley )也在過去 2 週造訪香港,觀察香港示威情況與港府相關舉措。
大陸官媒《人民日報》先前曾發表評論,指責美方此舉是粗暴干涉中國大陸的內政;大陸外交部亦曾批評該法案是「罔顧事實、顛倒黑白」;連香港特首林鄭月娥也重申,反對外國議會企圖介入香港事務,特區事務應由特區政府處理。現在隨著美國眾院正式通過法案,料將激發北京當局和港府新一波不滿。
